Construction is a primary task in Tiny Tower. By default, the tower consists of only the Lobby. By building more stories, the player can house Bitizens and create establishments to bring in coins, which continues the cycle.

When constructing a new floor, the player is only given the option of which category they'd like, whether Residential, Food, Service, Recreation, Retail or Creative. The individual floor is chosen randomly by the game from the selected category. However, the player is shown the Business Demand for each type; this relates to how many customers a new floor of that category would bring in.

Each new story in the tower has a greater price tag, as well as a lengthier time for construction, which can be shortened with the aid of the Construction Worker or Hurrying.

It is interesting to note that a player can build as many empty floors as he or she can afford. However, turning those into commercial floors or apartments is more limited — once the player has one of each floor, no new installations can be done, making Floor 161 the last useful floor as of the Version 1.5.2 update. Also of interest is that time seems to be calculated from the total height of the tower, not the height of the relevant floor or its ordinality, closing a loop in gameplay. One result of this is that several empty floors started at once will all assume the longest possible time from among them.
